Rule proposal: prefer-dataset

Prefer the .dataset property on DOM elements over using setAttribute.

We would detect setAttribute and that the string starts with data-.

Fail

element.setAttribute('data-unicorn', '🦄');

Pass

element.dataset.unicorn = '🦄';
