Synchronize ontologies in transport layer #438

Installed ontologies on client and server side must be synchronized somehow. Otherwise the client can send objects that are not instanciable on server side (because the ontology is missing) and vice versa.

I moved this issue from the DSMS repo where a small discussion has already taken place: https://gitlab.cc-asp.fraunhofer.de/dsms/dsms/-/issues/144

Something we should consider here: The ontology might be seen as sensitive data because it relfects the knowledge of the client. So maybe we should have a security functionality in mind
