CentOS 8Streams 6.6.0 release does not include the RPM for perl.

In 8Streams, the perl-5.26 RPM isn't modular; the perl:5.26 stream provides 0 artifacts, and presumably to exist to anchor dependencies for related module streams.

#878 explicitly adds the perl RPM to the 8Streams bolt/pulp config, which should fix the issue.
