Remove puppet_authorization from dependencies.yaml after upstream PR merges

PR #831 updates build/rpm/dependencies.yaml to work around the frozen deps in puppetlabs/puppet_authorization, which was archived.

However, the puppetlabs/puppet_authorization module has been recently un-archived, and there is already a new PR (puppetlabs/puppetlabs-puppet_authorization#37) to bump the upper limits of relevant deps. After that PR goes through, update Puppetfile.pinned and the forked mirror to the most recent version and remove the workaround from build/rpm/dependencies.yaml
