Software or settings outside of the SIMP ecosystem might manage sysctl values. In the case that the value is not security or compliance related, SIMP should optionally manage the settings, see: https://github.com/simp/pupmod-simp-simp/blob/master/manifests/sysctl.pp#L166-L187
