Filter tags disappear when re-searching another term in the Files Search bar

Description

When using the search bar in Files, filter tags that are left from a previous search disappear from the search bar after a new term added and searched.

This confusing if the user wanted to multiple searches with an existing filter. The user would assume the filter is still engaged.

This is only present in Files Search bars. ModelAdmins and page search bars don't have this issue

Steps to reproduce

1. Go to Files
2. Search a term with a filter
3. In the search bar, remove the term and enter a new term
4. Press Enter.
