When proxy.port is configured, an outbound rule should be added to each ec2 instance with the specified port.
A new proxy configuration proxy.cidr needs to be introduced, and used on the outbound rule along with proxy.port.

These proxy info need to be passed down as a list parameter considering the volume of parameters already passed down to stack builder main parent stack.
