Instead of a uniform blue/red, factions should be split into time periods and countries.

This is already WIP in the qt_ui branch,

@Khopa I'd like to re-note that I think there should be a full BLUE/RED option, not just limited to countries.

Also worth noting this is a create place to implement the ability to have custom factions, as requested in #70
