standardize test versions across repositories

Currently we are supporting and testing certain versions of languages, senzingapi, and other dependencies (ex. python 3.8 and up). As of now these versions are hardcoded in each workflow file in the respective repositories. This issues is to investigate a better way to manage this so we have one source of truth for what versions are being tested against and any updates can be rolled out in mass to each repository that requires it.
