Fix CI pipeline

Overview

To ensure that new features and code modifications are correct and of a high quality we must utilise a CI pipeline that performs testing, static analysis and linting. Upstream reth has a standard pipeline but it appears to be failing on our fork. We should perform an analysis of the pipeline, understand the root cause of the issue and provide appropriate fixes.
