Description

Given some of the problems we've had with memory errors on Travis (c.f. Issue #468 and PR #491 and #516) and that GitHub has yet to give us GitHub Actions it might be worth investigating use of Azure pipelines.

@henryiii has done some very nice work using Azure pipelines in the past and has written some blog posts on the subject which will be a good starting point for us to see what is required to port from Travis to Azure pipelines.

I can also confirm that many people at SciPy 2019 were praising Azure pipelines for being so nice.

Once I deposit my thesis I am more then happy to start working on this Issue.

Closing this for now as the pyhf dev team seems pretty happy with GitHub Actions.
