Setup ENV VAR BLOOP_PORT for multiple users

When multiple users are in a same machine, the default bloop port 8212 will be occupied by others.

Describe the solution you'd like

add an environment variable BLOOP_PORT, so different users can start bloop at different port.

Describe alternatives you've considered

metals start bloop and run bloop always with the BLOOP_PORT, so no need environment variables.

Thanks for reporting, we will probably go another way via similar to have scala-cli solves it via (I think) named sockets.
