Support https://docs.microsoft.com/en-us/azure/postgresql/flexible-server/overview which supports stop/start features for cost saving measures.
Implementation depends on -hashicorp/terraform-provider-azurerm#8654

Yes, this can be closed as duplicate. The flexible server work is tracked in this active PR: #261

Should this issue remain open until PR #261 merged to 'main' and available in a release version?

There were multiple PRs and tickets around this, so I have closed them to avoid confusion. But I can link this issue to the active PR it can get automatically closed.
