add repo key management functions to pkgrepo state

Description of Feature Request

Since #32235 has been implemented in the meanwhile it would be nice to have a state which allows one to add/remove a simple repository key to apt based systems. These state functions should allow the following:

• add repository key to apt keyring by URL
• add repository key to apt keyring by file
• remove a particular key from the apt keyring

Outstanding Question

As I am not familiar with zypper and yum it first need to be clarified if that is a state just for apt based systems or if it can be used/adjusted to be working with other package managers too.

This would be great to have. It could also be added to yum and zypper.

I have tagged our platform team to take a look at this in the future.
