We use Cumulus Linux with Virtual Routing and Forwarding (VRFs). One of the VRFs is the management (mgmt) VRF. The internal Debian mirror, for example, can only be accessed from this mgmt VRF.
Scripts / commands can be executed in the mgmt VRF as follows:
sudo ip vrf exec mgmt apt-get install snmp-mibs-downloader
Since salt installs the Debian packages with apt via systemd-run, only the default VRF is used and our Debian mirror is not accessible.

We use the following patch in salt/modules/aptpkg.py
In the minion configuration (/etc/salt/minion.d/local.conf) we define the VRF:
systemd.vrf: mgmt
