Can't output to tty and file

When a master is configured with:

output_file: /var/log/salt/minion-results

All output goes to the file. It would be preferable to allow users to tee output to both an output file and the tty as I may wish to capture the output of all high states for the purposes of auditing and logging but it is also more convenient to see results manually when a salt cli command is run.
