Am I missing something, or should the configuration files be /etc/salt/minion.d/minion.conf rather than the current /etc/salt/minion.d/minion?

http://docs.saltstack.com/en/latest/ref/configuration/master.html#default-include

Per default the master will automatically include all config files from master.d/*.conf where master.d is relative to the directory of the master configuration file.
