Offer to start the project when trying to save a file edited in a stopped project

I got this error message "Error: There was a problem writing the ipynb file to disk -- Error: Error calling remote function 'save_ipynb_file': timeout" while the actual problem was that I have edited a file, but the project was stopped. Instead of the generic error message, there should be a direction or offer to start the project.
