Spacing under Skills section for Template 1 is too close to the bar

Describe the bug
The text under the Skills section is very close to the line denoting the section in template 1. The other sections like Education and Work Experience have more spacing.

To Reproduce
Steps to reproduce the behavior:

1. Create resume with template 1
2. Fill out skills section
3. Click make

Expected behavior
Consistent spacing between the text under the lines between sections
