Automerge and multiple Atlantis instances

Hello, I have multiple Atlantis instances watching the same repo/PRs. I recently enabled automerge in all of the atlantis instances.

Now I observed following behavior: When I created PR changing multiple root modules across multiple atlantis instances and selectively applied plans one by one, the first atlantis instance which applied all of its plans decided to merge the PR while other atlantis instances had still their plans unapplied.

This was unexpected for us and could lead to issues as the plans were left unapplied.

I think we should either

• fix this to support automerge and multi instance support
• update documentation and provide a warning
