Background keeps glitching in and out when equipped

Whenever I try to use a default wallpaper it shows up for a fraction of a second and then reverts to the Windows background and keeps popping up and resetting. I have no clue how to fix this and seeing as I don't see other people dealing with his problem I assume I messed something up on my end. Can anybody help me?

This is a Windows issue, as a workaround enable desktop icons:
right-click desktop -> View -> Show desktop icons.
