Do you have any plans to develop an image classification model similar to the YOLO-cls models ?

We currently have no intention of doing that. I would recommend using a devoted image classification model such as a ViT or even a resnet instead of using an adaptation of an object detector to classification.

We use DINOv2 to get our transfer to novel domains so if you're looking for a classifier similar to RF-DETR in behavior I'd just use that model as your starting point :)
