support reserve some short and important names like ringdao.darwinia.eth dcdao.darwinia.eth ktondao.darwinia.eth

Refer better to reserve and prevent address like ${eth_address}.darwinia.eth

length <=4 are also reserved.

Can not register subnames with length >=42 for now.
