youtube-dl could be packaged for the Python Package Index PyPI (aka the cheeseshop) so Python users could choose to install it

pip install youtube-dl

There's a manual how to do this at the hitchhiker's guide to packaging

This seems to be the same issue as #412. Can you confirm and merge the two ?

Done. We may want to add it to the release_version script, simply

python setup.py sdist upload

should be sufficient.
