feat(dev): enable all CSS bundling features

Since these features are non-breaking, we've decided they can go out in v1, which also gives them a bit of time in the spotlight before the focus shifts to v2.

All unstable flags have been removed. If any of these flags remain in the code, a warning is logged to the terminal.

Being mindful of the fact that the new Vanilla Extract compiler uses vite-node, I've also refactored the Vanilla Extract plugin so that we only instantiate the Vanilla Extract compiler when we first discover a .css.ts/.css.js file.
