Is it possible to define more routes inside a route element?

Before 6.4 it was possible to have multiple <Routes />, like:

// routes.tsx
<Routes>
  <Route path="/projects" element={<Projects />} />
</Routes>

and

// projects.tsx
function Projects() {
  return <Routes>
    <Route path="/:slug" element={<Project />} />
  </Routes>
}

But this doesn't work with 6.4, doesn't it? I can't use loaders if I do this, but I would like to define some nested routes inside the main component – mainly to control chunk splitting (I want to have a "big" chunk which holds all "project" code).
