got You cannot render a <Router> inside another <Router>. in SSR

First of all, it's not a multi version problem and can be reproduced by some tricky way.
It's an internal project so I just show some pseudo code:

1. use webpack to split bundle into two chunks, one contains all node_modules packages except @foo scope (vendor.js) and the rest of code are in main.js
2. cache the exports of vendor.js

  1111: ()=>{},
  2222: ()=>{ 
   // i.e. the react-router chunk
 },
}

3. ONLY when hit the cache, got You cannot render a <Router> inside another <Router>.
4. since we alias the node:util --> @foo/util and node:buffer --> @foo/buffer, after putting both the @foo/util and @foo/buffer into cache chunk which is vendor.js, it works

so I wonder what's does node:util and node:buffer do in StaticRouter?
