spl not working when built by instructions

Hi! I'm trying to build u-boot binaries and instructions on main page produce spl file that does not work (only blank screen in serial console). What's more, I see that in 1.2.1 spl binary is from 2014 u-boot version (seems to be from ages of BBBlfs) and not 2018 that is in instructions.
Could you tell me how you created a recent working u-boot image, especially SPL?

I have also found that the build instructions do not appear to work.
For me I end up with an SPL that tries to broadcast BOOTP, but the message is never received.

The older spl in the v1.2.1 version of the repo works, however.
