Description

As of now, the janitor GH Action only runs against Azure resources. Following up on the work that @richardcase has done on the AWS janitor here we should set up a job to run this and clean Turtles' E2E resources that have been left behind. The first version of the janitor action could focus on resources in eu-west-2, where E2E tests default to deploy to.
