[RFE] Elemental MachineConfig blocks until cluster is fully up

When creating an elemental cluster it will block until the cluster is fully up, but this may be an unknown amount of time as a remote cluster is provisioned

Describe the solution you'd like

A way to create a cluster and not have it wait until it is fully up. Like the custom cluster creation option, but with an elemental MachineConfig option

Describe alternatives you've considered

Create the cluster with a manifest resource
