Dependent on #12030

Currently Elemental and Kubewarden repos have their own dedicated workflow, which is not compliant with our latest practices of using reusable workflows.

We should update Elemental and Kubewarden to use the most modern publishing practices.

@jordojordo not a priority, but assigning to you since I've had to update Elemental already, so it's only up to Kubewarden to have this one closed 🙏
