Simple module test program

It might be worth making an application built upon FACTS.py (i.e., an alternative to runFACTS.py) that cuts out the experiment configs, and instead passes debug climate data to the module if it has climate_data_file as an option. i.e., so I could say

python3 FACTS-test-module --pipeline_file pipeline.global.yml modules/emulandice2/glaciers

and it would do something sensible.
