Handle canCreateNewSimulation: false simulation copy

On a sim type by sim type basis we need to figure out how to handle when a user shares a link for a simulation. Specifically, raydata will need to handle this differently than a code like srw. In raydata we should take the user to their simulation for the beamline shared in the copy. In the case where they don't have that beamline raise not found.
