AFAIK, it isn't public so far, my first clue was that I wasn't able to load newer version of his Mold desktop because ":NEOMACS-JS not found", and the only other mention I found was neomacs-project/neomacs#95 where he mentioned he's working on it.

IMO, as soon as it is working, this must be immediately stolen/liberated/upstreamed into CLOG.
