Devtools should use Github API to find URLs of file downloads

This is useful because Github sometimes changes their download URLs for gists and repo zip files. As things stand now, we have the base URLs hard-coded, so we need to release a new version of devtools every time Github makes changes. If we use their API to find the download URL, we won't need to do this anymore.
