by_tag addition for threshold and after #53

For the azure event hub project we need a new tag added to threshold and after with the name by_tag this will get mapped to the TAG in the syslog-ng header.

Also, Sagan doesn't show any errors when using by_tag currently. Everything is processed as normal.
