Republish addresses:

  • (?) when kademlia record expires.
  • when listening addresses change (e.g. NAT).
  • (SessionKeys: babe/grandpa/parachain/...) when session keys change.
  • ExpIncInterval{initial=2s, max=10m} 1 2

Create timer to republish our address (in case it was changed e.g. under NAT)
