Parent / child template relationships can cause errors

Relating to issue:
hydraplatform/hydra-base#237

This can result in errors when exporting a pywr model as there can be key errors when trying to access parent types which are not included in the template requested.

We need to update the template retrieval code to get all the templates such that all type hierarchy data is available correctly
