Upgrade to 8. Config variables Py_DEBUG and WITH_PYMALLOC is unset .... #3402

On a Windows 7 laptop with latest Anaconda release with Python 3.5: When i first tried PIP it said to upgrade to PIP 8 and gave the command to use. I did that but now get Runtimewarnings that config variables Py_DEBUG and WITH_PYMALLOC are unset. Python ABI tag maybe incorrect warn=(impl == 'cp')).

How do i fix/get-rid-of this?
