Some of our tests are flaky, and we waste time re-running them. We should automate re-trying them, the way we did on PDC Describe.

Here is the PR where we did this in PDC Describe: pulibrary/pdc_describe@2689c36

Acceptance criteria

  • System specs that fail in CI are re-tried automatically
