Please describe the problem (or idea)

On page https://publiclab.org/contributors/question:spectral-workbench we have a list of contributors and above the list we have a icon to view the list of all the people who have followed this tag. When we click on the icon, the list popover but when we scroll the list to go down in the page, popover goes above the header whereas it should go downward.
