Recently used tag dropdown

In /questions/{any_question} we have dropdown for recently used tags but there are other things with recently used tags that are not differentiable from the tags which makes it little confuse for the user to differentiate between tags and other stuff like style or add coauthor and also we can make tags look good by placing them along the same left alignment and seprate all the things by the dividers.
