We need to migrate from Travis CI to Github Actions and get those checks and tests running again! Just like we did here:

publiclab/leaflet-environmental-layers#503

Currently our tests aren't running on new PRs! 😭

I've just locked merges except to myself (cc @sashadev-sky) because i forgot our checks were all offline and merged a few Dependabot PRs. They are /probably/ ok because all were minor version number and had compatibility ratings of ~94%+ but if worse comes to worse we can roll them back. Just check all the recent PRs merged. Probably ~4-5 bypassed tests.
