Bug: Intermittent/sometime unreproducable, user gets deleted when user gets added. #3301

Description

Steps to reproduce

Go to Users tab on the exhibit
Add a new user. Don't click the save button, hit enter.
It should add your new user, and remove the existing one.

Expected behavior

dnoneill added the bug label

I'll watch out for this. I could not replicate on current main with Ruby 3.3.0/Rails 7.0.8.6/Devise 4.9.4/Blacklight 8.6.1.
