Current restrictions on node registration and channel creation mean that we cannot create nodes with non-empty integrity labels.

This is also related to #1213

There are various open questions about integrity labels still, I would suggest trying to come up with a unified theory for the IFC v1 milestone though, including perhaps also robust declassification
