Add explanatory message for the user when sdrplay_api_Open() fails

Currently if the sdrplay_api service is down or not responsive, when the call to sdrplay_api_Open() fails, the driver only return a failure message, that can be hard for the user to understand.
With this change a more explanatory message is returned suggesting the user to make sure the sdrplay_api service is healthy.
