Main 2.7 issue: #3364

Arbitrary ordering via drag/drop (autocomplete, list view) saves in the proper order but we don't pre-order the data when loading/viewing (thus the order isn't preserved).

@sc0ttkclark: what were the concerns on this? This shouldn't be hard to implement, in theory, but you had some gotchas we needed to deal with.

This will be addressed by #4126 so it's essentially a duplicate now.
