Motivation
we were getting a random result from calling contract because we weren't encoding integer parameters. But another issue was discovered
the value that should have been passed to
returnBytes1
is"0x7b"
(hex encoding of 123). The result that was returned from parity isor in binary form:

the first 32 bytes specify offset of actual encoding. In our case it equals to 32 so our encoding should be
The first 32 bytes of encoding should be the size of data but in our case it equal to only 31 bytes.
from the 32nd byte starts returned data
Base.decode16!(<<123>>) = "7b"
I think it's solidity bug. Etherscan (or abi encoding library that it uses) may use some heuristics to correctly handle it correctly.
I tested decoding also using https://adibas03.github.io/online-ethereum-abi-encoder-decoder/#/decode. It can't decode result. Adding two zeroes before 1 (extending length to 32 bytes) fixed encoding
Also, when investigating this issue I found that current version of
ex_abi
library is broken (poanetwork/ex_abi#15). I will work on it in my free timeChangelog
