cargo install --locked cargo-workspaces fails on stable and unstable Rust

It fails to build because of outdated time version:

It builds successfully with time-0.3.36.

We use cargo install --locked ... in CI for more reproducible builds. Now it reproducibly fails.

stable-x86_64-unknown-linux-gnu (default)
