Reduce noise from TiDB Log File

Is your feature request related to a problem? Please describe:

TiDB log expands too fast. For example, in a create table statement, 1 SQL can cause 12 logs in the log file (#15807). Storing too many logs brings a heavy maintenance overhead.

some known issues (sub-tasks):

• reduce the log of Duplicate entry error #19052 reduce the log of Duplicate entry error
• reduce the info log for create table #15807 reduce the info log for create table
• Setting/increasing tikv_gc_life_time has usability issues #18152 reduce spam from setting tikv_gc_life_time.

Reduce the log size for common operations (like create table) and error scenarios (like Duplicate entry error)
